Housing Counseling Services Available to Local Residents At No Charge

ELKTON, MD. -- Cecil County Housing and Community Development, a division of the Department of Community Services, was awarded a grant from the Maryland Department of Housing and Community Development (MHCD), Maryland Housing Counseling Fund (MHCF) effective January 1, 2019. This Grant will allow for continuation of Housing Counseling Services by the Department to residents of Cecil County and surrounding areas.
HUD Secretary Ben Carson stated during the 2017 National Homeownership Forum that “homeownership remains an American value and the cornerstone of our economy.” Cecil County’s program provides completely free housing counseling services to prospective homebuyers, homeowners and tenants. Housing counseling efforts are concentrated mainly on two areas of greatest need:
- Homebuyer Education. Cecil County offers unbiased/unaffiliated Homebuyer Education seminars each month on the 3rd Tuesday to familiarize buyers with the home buying process. Homebuyer Education is also a requirement of many home purchase and down payment assistance programs.
- Mortgage Default or Foreclosure Counseling.A Housing Counselor provides one-on-one default counseling, including explaining the foreclosure process, assessing the situation, identifying the cause, and then based on the assessment, will explore with the homeowner options and strategies available to resolve the default.
The Maryland Housing Counseling Fund is competitively awarded with just 76% of applications funded for 2019. Funds are distributed to grantees in compliance with documenting activities and achievements identified in a scope of work.

Holt. "We are proud to support the county's efforts to provide education and guidance to potential homebuyers and critical assistance to distressed homeowners facing foreclosure."

A First-Time Home Buyer seminar is scheduled for Tuesday, January 15th from 6-9PM in the Perryville Room at the Cecil County Administration Building, located at 200 Chesapeake Blvd, Elkton, MD. No formal registration is required but interested parties are encouraged to call the Housing Office if planning to attend.
