On Tuesday June 6, 2017 Legislative Session Day 2017-11, the County Council of Cecil County

Enacted:

Bill No. 2017-07 Capital Improvement Program - FY2018-2022. A Bill to approve the Capital Improvement Program for Cecil County for Fiscal Years 2018 through 2022.  Effective Date 08/14/17

Bill No. 2017-08 Lease Purchase Agreement - Vehicles and Equipment Financing.  A Bill authorizing and empowering Cecil County, Maryland to enter into new financing under a lease purchase agreement or similar arrangement in an aggregate principal amount not to exceed Two Million Dollars ($2,000,000) for Fiscal Year 2018 for the purpose of financing the acquisition of certain necessary and essential vehicles and equipment for use in the County’s governmental programs; providing that the obligations of the County under the agreement shall not be a general obligation of the County, shall not constitute a pledge of the full faith and credit or the taxing power of the County and shall not constitute a debt of the County within the meaning of any statutory or constitutional provision, but shall be subject to appropriation in each and every fiscal year during the term of the agreement; empowering the County Executive to execute and deliver an executive order prior to the execution and delivery of the agreement in order to award the agreement to the successful bidder and to fix, prescribe and determine the details of such financing; and relating generally to such financing.  Effective Date 08/14/17

Bill No. 2017-09 Hotel Rental Tax Rate - FY 2018. A Bill setting the tax rate for Hotel Rentals, and to levy and impose a Hotel Rental Tax of 6% for the fiscal year beginning July 1, 2017 and ending June 30, 2018.  Effective Date 08/14/17

Bill No. 2017-10 Public Safety Pension Plan - Purchase of Prior Service.  A Bill to approve an amendment to the Cecil County Pension Plan for Public Service Employees to comply with the Internal Revenue Code of 1986, as amended, and to provide procedures for the purchase of prior service at retirement.  Effective Date 08/14/17

Bill No. 2017-11 Public Safety Pension Plan - 25 Years of Service - Contribution Waiver. A Bill to approve an amendment to the Cecil County Pension Plan for Public Service Employees to provide that participants with 25 years or more of creditable service will not be required to make any further contributions.  Effective Date 08/14/17

Resolution No. 20-2017 Expedited Amendment - Master Water and Sewer Plan - Rising Sun. A Resolution to amend the Cecil County Master Water and Sewer Plan, Chapter 3.  Water Systems, Section 3.2.9  Rising Sun, to add text regarding relocating the water transmission line from the Pennsylvania state boundary to the Town of Rising Sun, along Red Pump Road and Ridge Road; and associated maps.

Resolution No. 21-2017 Expedited Amendment – Master Water and Sewer Plan - Map- Water Service Districts - Rising Sun. A Resolution to amend the Cecil County Master Water and Sewer Plan, to revise the Water Service Districts map for Rising Sun to relocate the water transmission line being installed from the Pennsylvania state boundary to the Town of Rising Sun.

Resolution No. 23-2017 Appointment—Human Services Agency- Morgan Miller-Suanne Blumberg, Betty Johnson, Howard Isenberg and Matthew Barrett. A Resolution to confirm the appointment of Morgan Miller, Suanne Blumberg, and the reappointments of Betty Johnson, Howard Isenberg and Matthew Barrett  to the Human Services Agency  to serve a four year term, to expire on June 6, 2021. 

Resolution No. 24-2017 Budget Appropriation and Budget Transfer - Housing Fund - Housing Counselor. A Resolution to amend the Annual Budget and Appropriation Ordinance for Cecil County, Maryland, for the fiscal year ending June 30, 2017 in order to provide an additional appropriation of $17,868 in expenditure authority in the Housing Fund and Operating Transfer expenditure authority from the General Fund to support the costs related to the Housing Counselor position.
